Medicaid Benefit Proposal

addressing Eligibility & Benefits, Financing, and Provider Enrollment, students will submit a proposal for a new Medicaid benefit not currently offered as either a mandatory or optional benefit in New York State (potential new benefits suitable for analysis will be discussed in those modules). Students will be responsible for assessing the mechanisms necessary to effect such expansion, including statutory/regulatory changes, state plan amendment or waiver application, and necessary policy guidance. Students will be expected to recommend an appropriate scope and definition for such benefit, including potential beneficiary and provider eligibility. Students will be expected to marshal evidence necessary to meet applicable statutory, regulatory and policy goals.
